The Institute for Energy Diversification and Saving (IDAE) officially launched the second call for proposals for the Incentive Program for Innovative Renewable Energy and Storage Projects , with a total budget of €202,500,000 . Funded by the European Union's Recovery and Resilience Facility (NextGenerationEU), the measure aims to accelerate the energy transition through emerging technologies and energy storage solutions. The budget is divided into five main lines of action: Agrivoltaics will be the technology with the largest amount of funding ( €75 million), segmented into systems intercropped with crops (€20 million), systems mounted on top of crops (€15 million), and systems with elevated structures (h > 4 m) , which accounts for €40 million. Secondly, collective self-consumption with the participation of vulnerable consumers will receive €40.5 million; Next are projects integrating renewables into infrastructure (with the possibility of including wind, solar, or hydropower), with €40 million; renewable heat pumps , with €30 million; and finally, floating photovoltaics , which will have €17 million. The application period will begin on January 14, 2026, at 12:00 PM and will end on February 19, 2026, at the same time .
Applications must be submitted exclusively through the IDAE's online portal , along with the technical, financial, and administrative documentation required by regulations. In this context , Carmen López Ocón , Director of Renewable Energy and the Electricity Market at IDAE, recently confirmed that the agency will launch a new series of calls for proposals focused on energy storage, renewables, and the industrial value chain, in the final stretch of the Recovery, Transformation, and Resilience Plan (PRTR) , which concludes in August 2026. In addition to the previously announced funding, the official stated that specific programs will be launched for pumped hydro storage, the repowering of wind farms and hydroelectric plants with storage , as well as for strengthening the renewable energy value chain , geared towards the domestic manufacturing of clean technology equipment and components. Thermal solutions , such as district heating and cooling networks, and the replacement of fossil fuels with renewable energy sources will also be promoted, all with implementation under a demanding and tight schedule . In a highly competitive global solar energy sector , agrivoltaics is positioning itself as a profitable and efficient alternative. It's worth noting that the IDAE (Institute for Energy Diversification and Saving) launched €77 million in aid for 62 agrivoltaic projects , which must incorporate sensors, pilot plots , and a five-year technical monitoring system. Furthermore, the Ministry of Agriculture opened a public consultation to include this technology in Article 9 on direct payments under the Common Agricultural Policy (CAP) .
However, the challenge remains its integration with traditional agricultural subsidies. In line with this, IDAE has already made progress in other support programs for large-scale projects, such as the allocation of 10 GWh to companies in the sector under the ERDF program. The measure also aims to strengthen the European value chain , and the institute indicates that the use of equipment designed and manufactured in the EU, as well as cooperation with research centers and universities, will be valued. For agrivoltaic projects, an annual technical report will be required for five years, evaluating the agricultural and energy performance of the installation.

Multiple applications per beneficiary are permitted , provided that the maximum limits established per project and per entity are not exceeded. Selected projects must be completed by June 30, 2030 , at the latest, providing a long-term planning horizon and reinforcing IDAE's commitment to an innovative, sustainable, and decentralized energy model.
