Mexico's Federal Electricity Commission (CFE) appointed José Martín Mendoza Hernández as the new Director of Commercial Policy, as part of an organizational restructuring that redefines the management of electricity generation, transmission, distribution and marketing for the public company.
The appointment is part of the changes approved by the CFE Board of Directors on September 28, 2026, which include the creation of new departments and a separation of commercial functions from electricity distribution operations.
The new Commercial Policy Directorate replaces the former Directorate of Specialized Services and Commercial Strategy and will be made up of the Commercial Strategy Sub-directorate, which includes Commercial Coordination and Wholesale Electricity Market Coordination.
From this position, Mendoza Hernández will have under his responsibility the commercial processes of the basic supply, the participation of CFE in the wholesale market and the telecommunications and internet services corresponding to the company.

A new structure for commercial management and electricity networks
The appointment comes in parallel with a reorganization of the CFE's operational areas, which seeks to delineate responsibilities for generation, electricity networks and marketing.
Among the main changes is the creation of the Electrical Networks Directorate, headed by Guillermo Nevárez Elizondo, which will integrate transmission and distribution processes. Meanwhile, Francisco Javier Maldonado Ramos will lead the Generation and Independent Producers Directorate.
The restructuring also includes the transformation of the TELECOM Coordination into the Subdirectorate of Connectivity Services and the transfer of specialized services, related to laboratories, equipment testing and energy efficiency, to the General Directorate.
With this new scheme, CFE is focusing its commercial strategy in a specific direction, in a context marked by the growth of electricity demand, the incorporation of new generation capacity and the modernization needs of the National Electric System.
